Construction Products Regulation

The Construction Products Regulation (CPR) is a European law that establishes the basic requirements and harmonized essential characteristics that all products designed to be permanently installed in civil engineering works must meet within its scope of application.

The main objectives of the CPR are:

  • to ensure the safety of individuals

  • to standardize product performance

  • to promote the free movement of goods within the European Union market

Declaration of Performance (DoP)

Among the main innovations introduced by the CPR is the Declaration of Performance (DoP): a mandatory document that must be public and easily accessible. It must also be kept for 10 years and written in the languages of the countries where the cable is sold.

  • For cables on catalog, the DoP can be viewed directly from the product page in either IT or EN, depending on the selected language.

  • For non-catalog cables and for all DoPs in all languages, a dedicated section called DoP Finder is available.

Innovations introduced by the CPR for cables

The EN 50399 test is used to classify cables according to fire reaction classes, based on the results obtained.

Cables have been classified into 7 fire reaction classes, identified by the letters from “F” to “A” and the subscript “ca” (cable), based on their increasing performance levels.

The complementary classes introduced are:

  • s: SMOKE - smoke opacity

  • d: DROP - flaming droplet/particle production

  • a: ACIDITY - gas and smoke toxicity and corrosiveness

The CEI UNEL 35016 standard regulates the minimum fire reaction classes required for cables installed in areas with high or low occupancy density and with easy or difficult evacuation conditions.

It is mandatory for all cables placed on the EU market, certifying compliance with the declared performance: it ensures safety, traceability, and transparency, and is required for the sale of cables intended for fixed installations.

The DoP must include all the information required by Annex III of the CPR Regulation, namely: the identification of the manufacturer and the product, the intended use, the cable's performance, the identification number of the notified body, as well as the date and the signature of the manufacturer.

Each cable subject to the CPR must be accompanied by a clear, legible and indelible label or marking on the packaging, allowing its compliance to be identified.

They define the level of control required to ensure that the declared performance of a cable remains consistent over time.

  • AVCP System 1+: mandatory for classes Aca, B1ca, B2ca, and Cca

  • AVCP System 3: applicable to classes Dca and Eca

  • AVCP System 4: applicable to class Fca.
